Nope. I think the only way to get fantasia is literally that one free one and then everything else is bought. IIRC the veteran's reward are for how long you subscribe for. It's not how long you play, but how long you buy your subscription. Meaning if you buy a month, you get the fantasia even if you haven't been playing for that full month.

I've been able to hold onto a Fantasia effect for a while, and it should stay with you until you make the final decision to apply a changed appearance.
